Access for Persons with Disabilities
We believe that the FederalRegister.gov web site is compliant with Section 508 and
W3C accessibility design guidelines. This web site also functions as a portal to
Federal Register publications and services on the GPOaccess.gov and Archives.gov
web sites, which have accessibility policies of their own. In addition, this site
contains daily postings of Federal Register documents on public inspection. The
electronic Public Inspection Desk provides users an with accessible format for public
inspection documents, through Adobe Portable Document Format (PDF) files, which
are text-accessible through the use of Adobe PDF Tools. See more about Adobe Acrobat

In some cases, Federal agencies submit paper-only versions of Federal Register documents,
which must be converted into electronic form for publication in the Federal Register.
Scanning or re-keying paper-only submissions may be time-consuming, and if a document
must be placed on file immediately, the OFR may create an image-based PDF document
for public inspection online.
Similarly, illustrations and some tabular material included in Federal Register
documents must be photo-scanned into the published edition of the Federal Register.
Those illustrations may appear in public inspection files PDF image-only items or
pages, or as TIFF (.tif) image files.
The OFR and GPO are committed to assisting people with disabilities in any feasible
manner, including voice description and other equivalent facilitation, in accordance
with the electronic and information technology standards of 36 CFR part 1194. Users
should bear in mind that the Electronic Public Inspection Desk provides a preview
of Federal Register documents, most of which are published in the Federal Register
the next business day or soon thereafter. Documents published in the daily Federal
Register appear not only as PDF files, but also as screen-reader-enabled HTML/Text
files, which may be more accessible to some users. A link to the daily Federal Register
appears on the home page of FederalRegister.gov.
